The Packaging and Packaging Waste Regulation has been in effect since August 12, 2026. We advise on which requirements apply to your packaging, conduct testing when your supplier cannot provide proof, and build the technical file. If you prefer to handle it yourself, we offer a starter kit.
Does this apply to you?
The PPWR focuses on the packaging, not the product inside. The obligation lies with whoever places the packaged product on the EU market.
You import packaged products
In this case, you are placing the packaging on the EU market. The responsibility for the substances contained within lies with you, even if the factory chose the box and the supplier claims everything is in order.
You sell under your own brand
The packaging is considered yours, even if your supplier provides it. You must be able to demonstrate compliance for every piece of packaging.
You ship directly to consumers
Your e-commerce packaging is also covered: the box, the filler material, and the tape. These are counted separately from the packaging surrounding the product itself.
You send the specifications, we do the rest
Current requirements focus on the substances in the packaging and the supporting technical file. We take that work off your hands. What we need from you can be summarized in a single line.
map out your supply chain: which packaging you place on the market, which suppliers they come from, and which materials they contain.
advise on what applies now and what will only take effect in 2028 or 2030 for each package, ensuring you do not pay in advance for requirements that may still change.
test in our own laboratory what your supplier cannot demonstrate, such as heavy metal content.
build the technical documentation according to Annex VII and draft the declaration of conformity for your signature.
contact your suppliers directly when it is more efficient, ensuring the substantiation is correct at the source.
provide what you have: your packaging specifications, supplier details and, where these are missing, a sample of the packaging. It is as simple as that.
No loose declarations. One single file per verpakking .
This includes the material analysis, test reports where necessary, technical documentation according to Annex VII, and the declaration of conformity for you to sign.
If the NVWA, a customer, or a trading platform requests it, you simply forward the file. You do not need to call your factory about a box first.

What does a PPWR project cost?
u003cpu003eWe charge per supplier and per package, as that is where the work lies. A project with one supplier and a single package differs from one with ten suppliers, each using their own materials. Subsequent packaging from the same supplier is more cost-effective, as the initial research has already been completed. You will receive a fixed price in advance.u003c/pu003e
Can I do it myself?
u003cpu003eYes. For a manageable number of packages, the PPWR starter kit is more economical: it allows you to build the file yourself using a decision tree, template emails, and a fillable declaration of conformity. If you want certainty regarding the result, our expert can review it for you.u003c/pu003e
What applies now and what will come later?
u003cpu003eCurrently, requirements for substances in packaging and the obligation to substantiate this in a technical file are in effect. Harmonized labeling will follow in 2028, and requirements for recyclability and recycled content in 2030. We build what is required now and exclude the rest from your quote.u003c/pu003e
My supplier says the packaging is fine. Is that enough?
u003cpu003eOnly if they can prove it. A verbal assurance is not substantiation, and an old report does not always cover your specific packaging. If they cannot provide proof, we test it ourselves so you know exactly where you stand.u003c/pu003e
Does this also apply to my shipping box?
u003cpu003eYes. E-commerce packaging is considered packaging, just like the box around the product itself. For those who ship products themselves, this means two layers that both belong in the technical file, plus the filler material and tape.u003c/pu003e
How long does it take?
u003cpu003eFor a defined number of suppliers, it usually takes a few weeks. If testing is required, the lead time in the laboratory determines the pace.u003c/pu003e
