Thirty models on the subsidy list

What happened

SolaX manufactures heat pumps and intended to sell thirty models in the Netherlands. This is only viable if those models are included on the RVO equipment list, as the ISDE subsidy is linked to it. If a model is not listed, the buyer receives no subsidy. The application stalled due to documentation issues; test reports were provided and considered as proof that everything was in order.

We began with the technical file and compared the test reports and the Declaration of Conformity against the requirements of the European labeling regulation for space heaters. A test report is merely a component of this, not the complete file. A declaration is only valid if the underlying documents are correct. This comparison identified what was missing for each model. That same file supports every registration: the subsidy list, the European product database (EPREL), and the registers for countries outside the EU.

This audit resulted in advice regarding the mandatory labeling on the device. The Dutch branch was listed as the authorized representative, even though they import the heat pumps. These are two distinct roles, each with its own obligations. Listing only an authorized representative leaves the importer unmentioned. The labeling has been updated, including for the United Kingdom and Australia, where similar systems apply.

With the technical file complete and the labeling adjusted, the models could be registered. All thirty are now on the list, so anyone purchasing one can apply for the ISDE subsidy. Furthermore, because every registration draws from the same documentation, the groundwork for subsequent countries has already been completed.
